This works like a charm with most “big clubs” with a decent transfer kitty already. I cannot speak for its efficacy with smaller clubs, but if you’re playing with a mid-table and up side, I can vouch.

On game start, tell the board you’re unsatisfied with the budget they’ve allocated, and ask to discuss it later. Once finished with speaking to board and staff, immediately go to the Boardroom and adjust your budget slider to max Transfer Budget. 

If you have any players on loan that you’re going to send back to their clubs, DO NOT RELEASE THEM YET.

Wait a day, then request a higher Wage Budget. It will typically be given if your board is worth their salt at all. Upon receiving the higher budget, you can then release the unwanted loan players and free up their salaries in your budget.

If you’re confident in your managerial abilities, when the board asks you to set your Season Expectations, do the highest available for max transfer funds. 

When the option becomes available, also request to Increase Percentage of Transfer Revenue in order to maximize funds brought in from selling players.

When you’re negotiating transfers, offer a low sum up front, and add the rest in Monthly Installments of 48 months. It allows you to afford players you wouldn’t normally be able to, and build a stronger team from the get-go. 

With these tactics I was able to sign Falcao, Stevan Jovetic, and Davide Santon in the first transfer window for Juventus with a €25 million transfer budget, and still have money left over!
